In this undated photo by Seattle photographer Axtell, three photos have been mounted together to give a panoramic view of the "Works of Wagner and Wilson," the large saw and shingle mill that was located on Wagner Lake northeast of Monroe. The first mill on this site--it burned and was rebuilt several times--was built in 1900 by Stephens Brothers. George Wagner and his partners bought it in 1906 for $350,000 and it was finally closed in 1936.
