Although there is no defintitive identification of this photo, the fact that the name "Frank Buck" is written in back makes it quite probable that this photo shows cedar shingle bolts in Woods Creek most likely waiting below the Buck Shingle Mill and held in place by a boom across the creek near its confluence with the Skykomish River.
